In cooperating with the demand of local industrial development & land utilization for private sectors and in consideration of the international trend on establishing eco-industrial Park, the Tainan County has proposed “Tainan County Environmental Science and Technology Park Project” against partial land within the Ta-Hsinyin Industrial Park in November 2003 in accordance with “The ESTP Business Project” of EPA, Executive Yuan. The aim of this project is to expect with the planned concept and schemes of development of the Eco-Industrial Park to build and manage the Ta-Hsinyin Industry for achieving the goal of sustainable operation of the industrial park area. And this project was passed by EPA on April 30, 2004. Subsequently, Tainan County Parliament had passed the NT$2.7 Bn budget of 2004 for Ta-Hsinyin Industrial Park Development Project on April 20, 2004. On May 5, 2004, the Tainan County had applied to Regional Construction Fund for the 1st development finance in hoping to promoe the Ta-Hsinyin I ndustrial Park & Environmental Science and Technology Park and eco-town construction for upgrading Tainan County Hsihpei Area development.

At present, the construction of this park will be processed by using eco-friendly construction methods and recycled resources in activating new environmental industries for mitigating development obstacles and activating economic development. Furthermore, with foreign technology exchange and cooperation, the domestic environmental protection technology’s research and innovation are activated as well for creating new commercial opportunities and underpinning domestic industries with sustainable development.

Environmental Science amd Technology Park is currently in her aggressive bidding for real estate on a selling price of NT$5,592~NT$6,050 per square-meter (approximately NT$18,485~NT$20,000 per Ping). Moreover, there are several items of subsidy available from EPA: including real estate subsidy, production subsidy and research subsidy etc. At current stage, the core industries we expect to bring in the Park and the high-tech industries located in the vicinity of Tainan County Environmental Science and Technology Park are formed in a complementary effect. In implementing the County Magistrate Mr. Su’s perspective in environmental protection concept and overall development of the region, at the same time, it will motivate the related industries in the region and stimulate local construction as well. And promoting eco-industrial development and improving the green image of domestic industry. This will help to provide a quality living environment by pursuing the goal of zero or near-zero emission and building up a recycle-based sustainable society.
